City of Franklin issued the following announcement on Jan. 19.

GENERAL AUTHORITY OF THE CITY OF FRANKLIN

Venango County, Pennsylvania

CONTRACT NO. 01-21A – WWTP DIGESTER ROOF PAINTING

ADVERTISEMENT FOR BIDS 

Sealed Bids for the construction of the General Authority of the City of Franklin (Owner) WWTP Digester Roof Painting Project, Contract No. 01-21A, will be received by the General Authority of the City of Franklin (Owner) at their office located at Franklin City Hall, 430 Thirteenth Street, Franklin, Pennsylvania 16323, until 10:00 A.M., prevailing time on Friday, February 25, 2022, at which time the bids will be publicly opened and read aloud.

Contract No. 01-21A consists of the preparation and painting of two (2) existing steel anaerobic digester roof exteriors at the Authority’s wastewater treatment plant (WWTP). Work under this contract shall include all materials, equipment, supplies, and labor for the construction as shown and specified in the Contract Documents.

The Issuing Office for the Bidding Documents is: The EADS Group, Inc. (Engineer), 15392 Route 322, Clarion, PA 16214. Telephone No. (814) 764-5050. Contract Documents and Plans are to be purchased from The EADS Group, Inc. for the nonrefundable fee of $100.00 for one hard copy set or for the nonrefundable fee of $25.00 for the electronic format set of contract documents and plans, both of which includes 6% Pennsylvania sales tax. To access the electronic format the bidder must have a valid email address and will require an internet connection. All checks shall be made payable to “The EADS Group, Inc.” Bidders must purchase the Contract Documents and Plans (in either format) from The EADS Group, Inc. to be eligible to bid this project.

The project is being completed with local funds. Bid security made payable to Owner in an amount of ten percent (10%) of Bidder’s maximum Bid price shall be furnished in accordance with the Instructions to Bidders. The successful bidder(s) will be required to fully complete all work within 30 consecutive calendar days from, and including, the date indicated by the Owner in their written Notice to Proceed.

A pre-bid meeting will be held at 1:00 P.M. local time on Thursday, February 10, 2022 at their office located at Franklin City Hall, 430 Thirteenth Street, Franklin, Pennsylvania 16323, Venango County. Attendance at the pre-bid meeting is highly encouraged but is not mandatory.

The Owner reserves the right to reject any or all Bids, including without limitation, nonconforming, nonresponsive, unbalanced, or conditional Bids. The Owner also reserves the right to waive all minor informalities not involving price, time, or changes in the Work and to award the contract as may be deemed in the best interest of the Owner.
