Rapp Announces Nearly $3.2 Million PENNVEST Loan to North Warren

Jan. 24, 2024 - Rep. Kathy L. Rapp (R-Warren/Crawford/Forest) has announced that the Pennsylvania Infrastructure Investment Authority (PENNVEST) has approved a low-interest loan of $3.19 million for the North Warren Municipal Authority. The loan will fund a key infrastructure project aimed at improving the town's water system.

The project involves the installation of approximately 4,500 feet of new water line along Hillcrest Drive, connecting the existing pump station to the Hillcrest development. Additionally, an additional 6,600 feet of water main will be installed within the development, along with a pressure-reducing valve vault.

"It can be a huge burden to find more than $3 million in funding for a small town's water authority," said Rapp. "But just because North Warren Municipal Authority serves fewer people than big city water departments doesn't mean its projects are any less important. This PENNVEST loan will give officials the cash they need now, with an interest rate that won't break the bank."

The funding for the PENNVEST loan comes from a combination of state funds approved by voters, federal grants from the U.S. Environmental Protection Agency, and recycled loan repayments from previous PENNVEST funding awards. The funds will be disbursed to the North Warren Municipal Authority after bills for the work are paid and receipts are submitted to PENNVEST.

This investment in North Warren's water infrastructure is crucial for ensuring the availability of clean and reliable water for the town's residents. The new water line and additional water main will help improve water distribution and reduce the risk of water shortages or disruptions.

The North Warren Municipal Authority expressed gratitude for the PENNVEST loan, acknowledging the challenges of securing funding for such projects. The loan will provide the necessary financial support to carry out the infrastructure improvements efficiently and effectively.
