State Representatives Joe Ciresi and Lee James have introduced a bill aimed at creating the Historic Homeownership Preservation Incentive Tax Credit in Pennsylvania. This legislation is designed to offer tax credits to homeowners planning to rehabilitate historic homes located in qualified census tracts.
Ciresi highlighted the importance of historic preservation, stating, "Historic preservation preserves our cultural and historic resources for future generations, and plays a key role in revitalizing communities, creating jobs, supporting local tax bases, and improving quality of life." He noted that while Pennsylvania currently has a Historic Preservation Tax Credit for income-producing properties, there is no equivalent for owner-occupied historic structures.
The representatives cited Maryland's Historic Revitalization Tax Credit Program as an example of success. Since 1996, this program has facilitated the rehabilitation of over 4,000 historic buildings and created 25,000 jobs. They emphasized that studies show historic preservation generates more jobs per dollar than other public investments.
James underscored the significance of preserving Pennsylvania's history: "So much rich history has passed here in the Keystone State since 1681 when William Penn named the colony ‘Pennsylvania,’ meaning ‘Penn’s Woods.’ It’s crucial that we do all we can to preserve our history and historic structures for future generations."
Ciresi added that passing this bill would economically benefit communities by preserving their historical heritage. "It’s a win-win for everyone involved, from homeowners to local businesses to municipalities," he said.
