Pennsylvania House passes bill to attract healthcare workers to rural areas

Republican and Democratic leaders of the Pennsylvania House Health Committee, Kathy Rapp and Dan Frankel, announced the passage of a new bill designed to attract health care workers to rural areas. The legislation aims to address health care disparities by offering grants to medical facilities, allowing them to help cover the education debt of health care professionals.

"Our rural health care providers are in crisis, facing persistent shortages that make it harder for Pennsylvanians to get the care they need," stated Rapp. "This bill is a common-sense solution that benefits both medical professionals and the communities they serve. By easing the financial burden on providers, we can encourage more of them to bring their skills to rural areas, ensuring better access to quality care."

The bill, sponsored by both Rapp and Frankel, was unanimously approved by the committee on February 5, 2025.

"When hospitals and clinics in rural areas can’t hire enough health care workers, entire communities suffer," Frankel emphasized. "Patients shouldn’t have to drive long distances just to see a doctor or receive emergency care. This bill prioritizes the people who make health care possible – our frontline providers – so they can continue serving the communities that need them most."

The Rural Health Care Grant Program outlines specific eligibility requirements for health care professionals, including licensed nurses, physicians, midwives, dentists, and dental hygienists. To qualify for grants, these professionals must begin working at a rural hospital, Federally Qualified Health Center, rural health clinic, or birth center within six months of taking a position. They must also work full-time and commit to a minimum of three years at the facility.
