Senator Joe Pittman, along with Representatives Abby Major and Donna Oberlander, announced that Armstrong County will receive nearly $3.7 million in grants from the Commonwealth Financing Authority (CFA). These Local Share Account (LSA) grants are aimed at funding various municipal projects.
“At a time when many families and communities are feeling a strain from inflation, state investments play an even greater role in helping to strengthen our local region,” stated Senator Pittman. He emphasized the collaborative efforts with fellow officials to secure this funding for advancing community projects.
Representative Major highlighted the significance of these initiatives, saying, “These projects will make a difference in our communities. Each addresses a critical need in order to protect citizens or provide important services.” She noted that delays by the CFA had postponed the release of funds.
Representative Oberlander underscored the importance of investing in local districts: “These projects will be a great benefit to residents and include enhancements to our parks, waterways and infrastructure.”
The funded projects span various municipalities. Kittanning Borough will receive $577,223 for riverbank stabilization at Riverfront Park. Wayne Township is set to acquire 24 acres of land using a $460,000 grant. Perry Township has been allocated $400,000 for road resurfacing. Washington Township will enhance its Memorial Park with a $276,400 grant.
The Mahoning Township Municipal Authority secured two grants totaling $244,000 for water line replacements on Route 66 and Beers Road. Leechburg Borough also received two grants worth over $230,000 for park rehabilitation efforts.
Apollo Borough plans to purchase new vehicles with its $139,005 grant while Sugarcreek Township will renovate its community park using $110,000. Other allocations include South Bethlehem Borough's streetscape improvements on Hamilton Street ($109,000), West Franklin’s Valley View Road enhancements ($85,000), and Manor Township’s Hawk Hollow Bridge rehabilitation ($41,650).
The largest grant of $1 million was awarded to Westmoreland County Municipal Authority for replacing lead service lines across Armstrong and Westmoreland Counties.
LSA funding originates from gaming revenues as stipulated by the PA Race Horse Development and Gaming Act (Act 71 of 2004). The CFA approved these grants during their meeting on March 16th in Harrisburg.
